Section 108 permits libraries to make a limited number
of copies of audiovisual news programs for the library's
collection which may be loaned to patrons. Documentaries
and news magazines, however, do not qualify for this exemption.
Nothing in Section
108 —
shall be construed to limit the reproduction and distribution
by lending of a limited number of copies and excerpts
by a library of an audiovisual news program, subject
to the requirements under which libraries qualify for
Section 108 privileges.
